Origins: The proposal follows a complaint last year by Kolon Industries accusing five Chinese and two Taiwanese companies of selling petroleum resin at unfairly low prices in the Korean market.
Scope & Rates: The preliminary decision (Dec 2024) set duties between 4.45%–18.52%. Later, in February 2025, the Ministry of Finance imposed temporary duties of 4.45%–7.55% until June 2025.
Extension: In June 2025, these temporary duties were extended to July 31, 2025.
Product Details: Petroleum resin, also known as hydrocarbon resin, is derived from naphtha cracking and used as an additive in paints, inks, adhesives, paper, and hygiene products.
